Mesh is a liquid vapor separator & filtering media for the crankcase ventilation system. I recommend reinstalling it. Cranking concern, recheck battery connections 1st. then battery ground wire under the tank. Then look for a wire that got pinched when the upper support or fuel tank was reinstalled.Lack of spark, again look for loose connection and or pinched wire(S) espically in the area you just worked in.
